The Health Insurance Portability and Accountability Act (HIPAA) is a US federal law enacted in 1996 that aims to improve health insurance portability, protect patient data, and streamline healthcare administrative processes. It established national standards for electronic health transactions, privacy, and security of patient information. Specifically, HIPAA sets rules for how "covered entities" like health plans, healthcare providers, and clearinghouses can use and disclose Protected Health Information (PHI).
